An object is traveling through a medium at velocity V. The speed of sound for the medium is S. The mach number is the ratio of an object's velocity to the speed of sound and is expressed as V/S. The speed of sound varies for each medium and is related to its density. V for air is 340 m/s, water is 1500 m/s. Water is denser than air.

In an airplane, achieving Mach 1 (340 m/s) and higher is possible since moving an object through air is easy. Motion through a medium displaces (moves) the medium. It's easy to displace low density air. It is much harder to displace water. To achieve Mach 1 in water (1500 m/s) would take enormous energy and is not practical. Compare Olympic track runners to swimmers. The runners always go faster since they are competing in a lower density medium.

So in sum, you need to go faster in water to achieve Mach 1 than in air. The energy needed to reach Mach 1 is astronomical. Getting to Mach 4 is orders of magnitude more difficult.

The major reason for military vehicles moving in the ocean is stealth. A vehicle moving at Mach 4 under the ocean is anything but stealthy.
