PNY - DDRII 667 2gb x 2 .. only one ram chip works at a time even though both work?

i have and icom ability notebook 1300A and its normal ram is 256 ddr2 .. i just bought 2 x 2gb ram off ebay.. and if i have one of them in.. it works... i take it out and put the other one in.. it works... then put only one in the other opposite side and it works.. and take it out and switch... but as soon as i put them both in together on opposite sides in which they both fit and work seperately .. for the equivalenyt of 4gb.. the computer doesn't start up??? all you hear is the computer fan going haywire! its like it doesnt want me to have 4gb on 2gb ??
my laptop should be backwards compatable but its not working for some reason?

What OS are you using? If I recall correctly, XP maxes out at 4 GB of memory. Anything before it wouldn't run with that much. But in all honesty, if you were running 256 before, you probably will be doing extremely wonderful with just the 2 GB. Especially in a laptop, the 4gb seems a bit much.
